If you have a driver's license from certain countries (including Serbia), you can exchange it for a Spanish license WITHOUT taking any exams. This guide covers the complete exchange process, eligibility, required documents, and costs.

Heavy vehicles (trucks/buses): Usually still require a practical exam even with exchange agreements

If your country is NOT on the list: You must take the full Spanish driving test (theory + practical)


Timeline: When You Must Exchange

Non-EU/EEA Citizens

6-month grace period:

  • You can drive on your home country license for the first 6 months after obtaining residency (TIE)
  • After 6 months, you MUST have a Spanish license or be in the exchange process

EU/EEA Citizens

Your EU license is valid indefinitely - but:

  • If your license has no expiry date, you must exchange it after 2 years of residence
  • If it's valid for more than 15 years, you must exchange it after 2 years
  • Once converted to Spanish license: renew every 10 years (or every 5 years if over 65)

UK License Holders (Post-Brexit)

6-month grace period from the date you obtain residency (TIE/Green Certificate)

  • After 6 months, UK license is no longer valid for driving in Spain
  • Must have started the exchange process

Complete Exchange Process

IMPORTANT: The process is now 100% ONLINE (as of 2024). No appointments needed!

Requirements:

  • ⚠️ You MUST have a digital certificate (certificado digital) or Cl@ve to apply online
  • If you don't have one, you'll need to get it first (see below)

Step 1: Apply Online

Where to apply:

What happens:

  1. Fill out the online application form
  2. Upload required documents (see Step 2)
  3. Submit application
  4. You'll receive an email with a tracking number to check status

What you'll need to enter:

  • NIE/TIE number
  • Personal information
  • Home country license details
  • Spanish address (empadronamiento)

Processing:

  • Spain sends your info to Serbia to verify your license
  • Serbia responds (usually "fast" if everything is correct)
  • You'll get email updates on the status

  • Initial application: 15-30 minutes
  • Serbia verification: 1-4 weeks typically
  • Total process: 2-4 months from start to finish

Step 2: Prepare and Upload Documents

Documents needed for online application:

  1. Digital photo (recent, passport-style)

    • White background
    • Face clearly visible
    • JPEG format
    • Maximum 300KB
  2. Scanned copy of your Serbian license

    • Front and back
    • PDF or JPEG
    • Clear and legible
  3. NIE/TIE document

Step 3: Get Digital Certificate (If You Don't Have One)

You MUST have a digital certificate or Cl@ve to apply online.

Option 1: Cl@ve (easier, faster)

  • Need: NIE, Spanish phone number, email

  • Can be done from home

Option 2: Certificado Digital (FNMT)

  • Request at: https://www.sede.fnmt.gob.es
  • Need to visit an office in person for ID verification
  • Valid for 4 years
  • More complex but useful for other procedures

Option 3: Use a Gestor

  • If you can't get digital certificate, hire a gestor (€100-200)
  • They have certificates and can submit for you
  • Worth it if you're not tech-savvy

Step 4: Wait for Serbia Verification

What happens:

  • DGT sends your application to Serbian authorities
  • Serbia verifies your license is genuine and valid
  • Response usually comes "quickly" (1-4 weeks)

How to check status:

  • Use the tracking number from your email
  • Check on DGT website: https://sede.dgt.gob.es
  • Log in with your digital certificate
  • You'll see current status

Possible statuses:

  • "En tramitación" - Being processed
  • "Pendiente de verificación" - Waiting for Serbia

Step 5: Get Medical Examination

After Serbia verifies your license, you'll get an email.

Now you need to:

  1. Get a medical exam (psicotécnico)
  2. Come back to DGT website to complete the application

Step 6: Pay Fee + Submit Final Documents

Go back to DGT website: https://sede.dgt.gob.es/es/permisos-de-conducir/canjes-de-permisos/canjes-de-permisos-extranjeros/

You need to:

  1. Pay the exchange fee (tasa)

    • Paid online through the DGT portal
    • Amount: €28.90 (Tasa 4.4)
    • You'll get a payment receipt
  2. Upload final documents:

    • Scanned medical certificate (PDF)
    • Payment receipt (tasa)
    • Any other documents they request
  3. Submit the final application

    • Review everything
    • Submit electronically
    • You'll get a confirmation email

Step 7: Wait for Approval Email

After you submit everything:

DGT reviews your complete application.

Timeline:

  • Review usually takes 1-3 weeks
  • You can check status on DGT website with your tracking number

You'll receive an email saying:

  • ✅ "Your application is APPROVED"
  • "Come to [DGT office location] to submit your original license"
  • Date and time (or instructions to schedule)

What this means:

  • Your exchange is approved!
  • Now you just need to hand over the physical Serbian license
  • And get your temporary Spanish license

Step 8: Visit DGT Office - Submit Your License

When you get the approval email, go to the DGT office.

What to bring:

  • Your original Serbian driver's license
  • NIE/TIE card
  • Passport
  • Email confirmation from DGT (print or on phone)

What happens at DGT:

  1. You hand over your Serbian license (they keep it permanently - send it back to Serbia)
  2. They give you a temporary paper license (papel provisional)
  3. They activate your digital license in miDGT app
  4. You can drive immediately with the paper

⚠️ Important:

  • You will NOT get your Serbian license back
  • It's sent back to Serbian authorities
  • If you need to drive in Serbia later, get a duplicate before exchanging

Digital license (miDGT):

  • Download miDGT app (iOS/Android) if you haven't already
  • Register with your NIE
  • Your temporary license appears immediately
  • Fully legal for driving in Spain
  • Very convenient!

Step 9: Wait for Permanent Plastic License

Timeline:

  • 2-3 months typical wait
  • Up to 5 months maximum
  • Arrives by mail to your empadronamiento address

While waiting:

  • Drive with your temporary paper license
  • Or use miDGT digital license on your phone
  • Both are fully legal and valid
  • Keep one with you always when driving

If it doesn't arrive:

  • After 5 months: Go to DGT office and ask about status
  • Bring your temporary license and tracking number
  • They can check what's happening and tell you when it will arrive

When plastic card arrives:

  • Comes by regular mail (Correos)
  • Looks like DNI card
  • Valid for 10 years (or 5 years if over 65)

Can I drive while my TIE is being processed?

Yes, if:

  • You're within your 6-month grace period
