Overview
Empadronamiento is the official registration of your residence address with your local town hall (ayuntamiento). It's one of the FIRST things you should do when moving to Spain.
Why You Need It
Empadronamiento is required for almost everything in Spain:
✅ Public school enrollment - Won't accept kids without it
✅ Healthcare registration - Need it for tarjeta sanitaria
✅ Opening bank accounts - Most banks require it
✅ NIE/TIE applications - Proof of residence
✅ Autónomo registration - Need registered address
✅ Voting - Municipal elections (if eligible)
✅ Tax residency - Proves where you live
✅ Discounts - Resident rates for parking, museums, etc.
Bottom line: Get it ASAP!
When to Register
Immediately upon arrival - You can register the same day you move in.
Legal requirement:
- Must register within reasonable time of moving
- No specific deadline but don't delay
Community advice: "Get empadronamiento first day if possible!"
Requirements
Documents You Need
Essential:
- ✅ Passport + NIE/TIE (or passport if NIE pending)
- ✅ Proof of residence at address:
- If you own: Escritura (deed) or nota simple
- If you rent: Rental contract (contrato de alquiler)
- ✅ Completed application form (provided at ayuntamiento)
For rental properties:
- Some ayuntamientos require landlord authorization
- Some don't require it
- Check with your local town hall
For multiple people at same address:
- Bring documents for everyone registering
- Passports for all
- Relationship proof if family (birth/marriage certificates)
Process
Step 1: Locate Your Town Hall
In Valencia: Ayuntamiento de Valencia (multiple offices)
In Madrid: Ayuntamiento de Madrid
Smaller towns: One central office usually
Find yours:
- Google: "ayuntamiento [your city] empadronamiento"
- Some have dedicated "Oficina de Empadronamiento"
Step 2: Check If Appointment Needed
Varies by city:
- Some require "cita previa" (appointment)
- Others are walk-in
- Check website or call ahead
Booking:
- Usually online via ayuntamiento website
- Or by phone
Step 3: Visit Town Hall
Bring:
- All documents (originals + copies)
- Everyone who's registering (if required)
- Patience (can take 30-90 minutes)
Process:
- Take number/wait in line
- Submit documents
- Fill out form (or they fill it)
- Verify details
- Receive certificate
Same day service: Usually get certificate immediately or within same day
Step 4: Receive Certificate
What you get:
- Certificado de empadronamiento
- Proof you live at that address
- Shows: name, NIE, address, registration date
Format:
- Official paper certificate
- Stamped and signed
- Valid indefinitely (but get new one if address changes)
Costs
Free! No charge for empadronamiento
Important Details
Living with Friends/Family
If not on lease:
- May need authorization from property owner
- Varies by municipality
- Ask at ayuntamiento what they need
Temporary Housing
Hotels/Airbnb:
- Can't register at temporary accommodation
- Need proper residence (rental or owned)
First weeks:
- Some people use friend's address temporarily
- Then update once they have own place
Multiple Addresses
Can only be empadronado at ONE address
- Your primary residence
- If you move: must update empadronamiento
Proof for Landlords
Some landlords worry about empadronamiento:
- Myth: "Empadronamiento gives tenant rights"
- Reality: Rental contract gives rights, not empadronamiento
- Legal: Landlords cannot refuse empadronamiento
If landlord refuses:
- It's illegal for them to refuse
- You have right to register
- Can report to authorities
- Or register anyway (many ayuntamientos don't require landlord signature)
Using Your Certificate
Getting Additional Copies
When you need new copy:
- Visit same ayuntamiento
- Request "Certificado de empadronamiento"
- Usually free, sometimes €1-3
- Same day issuance
Get multiple copies initially - you'll need them for:
- Bank
- School
- Healthcare
- TIE application
Digital Certificate
Some municipalities offer:
- Digital/PDF version
- Available online if you have digital certificate (certificado digital)
- Useful for online applications
Updating Empadronamiento
When You Move
Process:
- Register at NEW ayuntamiento (new address)
- They automatically notify old ayuntamiento
- You're de-registered from old address
Don't need to: Manually deregister from old place
Changing Details

- Visit ayuntamiento with updated documents
- They'll update records
Special Cases
Non-EU Citizens
Process identical - NIE/TIE works same as EU documents

Register everyone:
- Adults and children
- All at same address
- Bring everyone's documents
Shared Housing (Multiple Contracts)
Each person registers:
- Even if separate contracts
- All at same physical address

Same process:
- Use company lease/documentation
- May need letter from company
